Social Housing Decarbonisation
The Local Energy Hub has undertaken reserach with pilot funds provided by BEIS for Social Housing Decarbonisation Technical Assistance. Through the course of this activity, the North West Hub has engaged with Social Landlords across the region on their approach to improving the energy performance of their stock. The technical assistance funding was used to;
- Engage with social landlords to understand plans and ambitions for decarbonisation
- Support social landlords to develop a robust approach to evaluating housing stock
- Support social landlords to develop a robust approach to prepare retrofit strategie
1. Engaging with Social Landlords in the North West
Social housing providers across the North West were surveyed to understand current decarbonisation plans, opportunities and barriers to progressing retrofit projects and experiences of accessing government funding schemes. The outputs, findings and opportunities identified during this workstream were incorporated into a report which included a prioritised action plan (taking into account effort and impact), identifying key activities, the role of the Energy Hub in supporting action and stakeholders
2. Developing a Strategic Decarbonisation Approach
This report provides guidance for social landlords in developing retrofit strategies regardless of their size, resource availability and works completed to date.
The resulting framework allows users to identify the key considerations, opportunities, barriers, success factors and data requirements needed to produce a robust retrofit strategy by answering four questions:

Case Study: Sanctuary Housing
To test the guidance, a case study was completed with Sanctuary Housing to go through each of the four framework appraisal stages to develop a housing stock retrofit strategy.

3. Housing Estate Net Zero Retrofit
This report provides an approach to retrofitting housing estates aligned against the RIBA Plan of Works. This guidance details the stages required to run a successful retrofit project from conception, to design, construction, handover and use, providing a structured approach highlighting key decisions and activities.
Case Study: Onwards Homes
In order to test this approach, a retrofit strategy was produced for Onward Homes’ Princes Park estate in Liverpool.
